News 4 covered Secretary of State Adrian Fontes’ office submission of Arizona’s annual election manual.

“Every voter, in every corner of Arizona, should have the same fair and secure election process,” Fontes said.

The manual’s drafting involved a year-long bipartisan effort, including input from county election officials and an extended public comment period. A total of 79 stakeholders submitted nearly 800 comments, which contributed to refining the draft.

Key provisions of the EPM include voter eligibility rules and protections against voter intimidation. It also mandates political party hand count audits in all counties to ensure uniform election integrity standards.

Fontes emphasized the manual’s legal foundation, stating, “This manual reflects bipartisan input, public transparency, and a deep commitment to the rule of law.” Approval from the Governor and Attorney General is expected by Dec.31.
